I am having the exact same problem. I did this quest yesterday but I cannot turn it in. I googled "Horns of Nez'ra" and many people have this problem. Nobody can figure out how to turn it in!
At the moment, I don't believe you can turn it in. :) This is something that our QA Department is looking into.

Still not fixed.
Unfortunately this is not something that the Game Master Department would be able to resolve, Faline. You want the Bug Report Forum though as I originally said this issue was forwarded for investigation and we hope to have it resolved in an upcoming patch.
Since it appears that this thread is now only serving as a place for people to comment on a process they don't understand I'll be locking it.
