Faction Dicounts not applying for riding skil

I'm at honored faction for honor hold, i'm standing at the riding trainer NPC (IIsa Blusterbrew) for alliance in shadowmoon valley..

Iit says 600 gold to learn expert riding skill. It doesn't appear my faction with honor hold is being applied at all to reduce the cost.

Ilsa Blusterbrew, does not appear to be allied with Honor Hold. :)

Try speaking with Hargen Bronzewing out in Hellfire Peninsula.
