Can you fly in northrend pre-77

Through the use of the new Tome of Cold Weather Flight, a new heirloom item implemented with patch 3.2, allows players that are level 80 hand down the knowledge of how to fly in Northrend. At level 80 players can buy this heirloom item from the Cold Weather Flying Trainer Hira Snowdawn in Dalaran for 1000g and send it to an alt of the same realm, faction and account and they will be able to learn Cold Weather Flying at level 68.

Please note that this does consume the tome in the process. :0D
