Just because it came up in that thread that got moved to general, ToU and ToS are, for all practical purposes the same and the difference is just a matter of semantics.
From a technical standpoint, ToU sets out the terms you agree to in order to use the service while ToS sets out the terms you agree to under which the company is to provide the service. In other words:
ToU = you agree to this and you can use the service we provide,
ToS = you agree to this and we will provide you with a particular service

Q u o t e:I'd agree with this to a point, but quite honestly pretty much every country focuses on themselves and how they tie into history. The difference between the U.S. and many other countries is that the U.S. has been fairly prominent since it's inception, whereas places like the UK have been in existence in some form for centuries. So, the majority of history taught in the U.S. focuses on the last 300 years or so. But, I digress and I don't want to rant for hours on education. ^_^
In my defense, that isn't my fault. America is very ethnocentric. They just don't focus on International history like they do on American history in school (aside from the world wars because...well...that greatly involved America). The rest of it is more of a glance at best until college where you can take specific courses as they are related.
