I'm Exalted with the Valiance Expedition and my Artisan Training still says it costs 5000g from the Dragon thing in Dalaran, I can't help but think that something is wrong with this picture because supposedly it should be cheaper now, right?

That NPC is not associated with any reputation. You need to head to Valiance Keep.
