Trinket question: solace of the fallen

I just got this trinket and noticed that one its effect:
Each time you cast a helpful spell you can 16 mana per 5 sec. for 10 sec. Stacks up to 8 times.

Does not proc off of water shield, but does proc off of lightning shield, shaman weapon temporary enchants, lifeblood, healing spells, and others. Is this intended?

My understanding is that these shields are not meant to proc the effect, Fallenchaos. If I recall correctly: Lightning Shield, Molten Armor, Earth Shield, Bone Shield, Water Shield, Holy Shield...ect; none of these spells are meant to proc trinkets such as Je'Tze's Bell, Majestic Dragon Figurine, Spark of Life or Illustration of the Dragon Soul. I can have this looked into further, but I do believe the fact that the other shields are causing it to proc is the issue here, and not water shield.
