This is blizz way to slow down pve, you know not let you do it lol
One boss per week will be unlocked in Trial of the Crusader. Once you have cleared that and are able to access Trial of the Grand Crusader though, all the bosses will immediately be available.

Unlocking the bosses pertains only to weekly maintenance. Right now one raid boss is available. Next Tuesday there will be two available, and so on. To unlock Trial of the Grand Crusader, at least one person in the raid has to have cleared Trial of the Crusader. This person can speak to an NPC to unlock Trial of the Grand Crusader and the tribute run.
