I've already paid 7k gold for cold weather flying. I've already bought it on 7 different characters...WHY should I have to pay for it one more time if anyone can now buy it once for the whole freaking account?

It's part of the design for the tome, actually. Also, while account restrictions (such as whether you can create a Death Knight) are easily informed regarding account wide activities, i.e. characters on other realms. An item restriction (the level limit on purchasing a tome) on the other hand, is not designed to be responsive to what is occurring outside of the character examining it.
