The reason for the change is pretty simple. We are always looking for ways to improve the experiences of players in the game. One way we felt we could help a little was to allow players to access mounts at a lower level so that they can get around a little bit more easily. We like maintaining the feel of the world as something you spend time traveling through, but not to the point at which the experience becomes too much of a chore. It's a tightrope act that we're constantly trying to be very careful about. We don't want to tip things too far one way or another if we can help it.
This information has been available for awhile now and we've been working to make sure that as much information as possible has been released about what to expect for this patch as well as maintaining high visibility for this information. This has all been posted about in the PTR notes, on the front page of the World of Warcraft site as well as in the forums and most recently again in the Shop Talk. We plan to continue to do so for this patch and future ones as we move forward.
We understand that not every choice we make will be the most popular choice with everyone, but we like to think that in this case, it benefits more people than not.
