Cannot move chat box +...

I accidentally selected "Make Inactive" and now I cannot move the chat box from the middle screen, how do I undo that so I can put it back where it goes? and /console reloadui and /rl does not work.

also I cannot for the life of me figure out to get my chat window scroll buttons back to the left side of the box? they ar eon the right side but they cover up text and makes it hard to read things. Please help asap! :D
