Mining Gold Farmers Under the ground?

So I was mining in Sholaz today and I noticed my mines kept disappearing before I'd finished mining them and there was no one else around to be ninjaing them before me and when I mounted up again to move to the next one, the same thing was happening.

So I checked my combat and saw who the culprit was as I've seen underground miners in WG back in the day and made a macro for /targeting them and made a group with a friend to mark him with a skull so I could see where he is if he passes.

All of a sudden I see a the skull going at about 400% around sholaz under the ground, whats going on here? I thought Blizzard have speed hack detectors etc.

I reported the guy but will it be like the last time I reported someone for the same reason and book marked them in WoW Armory and noticed nothing happened.

Please fix this current issue Blizzard as it is destroying the economy.
