Cannot Train a Primary or Secondary Skill

I am unable to train a secondary or primary skill. I had encahnting and engineering and dropped engineering to pick up tailoring. I went both the trainers in SW and IF and it doesnt give me the option to train the skill.

I figured it was a bug etc.. So I went down to the fishing trainer to pick that up but I was unable to train that skill also.

I put in a ticket and I was sent an email to delete my cache,wtf, and interface file. Along with deleting all my macros, and reseting my UI etc...

I did all these things and still not able to train.

I also ran the fixer and scanned and repaired all files and still not able to train any skill.

I logged in to my other server to see if I was able to train a skill and still got nothing.

I have a second account and logged in to a toon there AND WAS ABLE TO TRAIN any skill I wanted. That would eliminate my pc,video card, version downloaded, bugs etc... I would imagine it has something to do with that particular account.
