Error 203?

Hey all, me and a friend were going to do RAF so i invited him. He went to create his account and used his key. He gets this error :

This message means our system was unable to finalize your friends account creation with the information they provided.

Your friend can try again from a different web browser or computer to see if it will process through, but if the message continues to appear then following the advice in it is the best course of action to get that Recruit-A-Friend account set up.

Live Billing representatives are available from 8am to 8pm Pacific Standard Time. Currently we are open Monday through Friday which gives about 3 more hours to call in if your friend still needs help with the account creation :)
