Q u o t e:
BLizz probably put this on the PTR to make testing easier.

Just to confirm, Tome of Cold Weather Flight is actually a new heirloom item planned to go into patch 3.2. At level 80 players can buy this heirloom item from the Cold Weather Flying Trainer in Dalaran for 1,000 gold and send it to an alt of the same realm, faction and account. The tome can be used to learn Cold Weather Flying at level 68, consuming the tome in the process.

Please note this feature is not yet in the newest version of the public test realm patch notes updated today. The item and its functionality are subject to change during the testing process.

Q u o t e:
Pardon, but doesnt it still require level 70 to learn how to fly AT ALL?

Oh, wait. Druids.

Stupid druids.

Check out the "Mounts" section of the PTR notes:

Q u o t e:
  • Mounts

    • The cast time for summoning any ground mount is now 1.5 seconds, down from 3 seconds.
    • Apprentice Riding (Skill 75): Can now be learned at level 20 for 4 gold. Mail will be sent to players who reach level 20 directing them to the riding trainer.
    • Journeyman Riding (Skill 150): Can now be learned at level 40 for 50 gold. Mail will be sent to players who reach level 40 directing them back to the riding trainer.
    • Expert Riding (Skill 225): Can now be learned at level 60 for 600 gold from trainers in Honor Hold or Thrallmar. Faction discounts now apply (Honor Hold for Alliance; Thrallmar for Horde). Flight speed at this skill level has been increased to 150% of run speed, up from 60%.
    • Artisan Riding (Skill 300): Faction discounts now apply (Honor Hold or Valiance Expedition for Alliance; Thrallmar or Warsong Offensive for Horde).
    • In order to further equalize the number of purchasable mounts available to each race, a new 60% speed ground mount has been added for night elves, and a new 100% speed ground mount has been added for the undead.
    • Flying over Dalaran and Wintergrasp is now possible so long as players keep a healthy distance above the ground.

  • Q u o t e:
Do we still have to pay the 1000 for the Skill after we buy the tome, or does the tome from our level 80 replace the cost for our lower level?

You just have to buy the tome. The cost for the player is the same. It just means if you have an alt and can afford it, you can get yourself flying in Northrend by level 68.

    Q u o t e:
sorry if this has been addressed... but if i have already forked out 1k for cold weather flying on my main. will i have to fork out another 1000g to buy the tome to send to my alts or will i be able to get it off the trainer at no additional cost?

The tome costs 1,000 gold. It is not meant to bypass the cost of the training, but only to allow for level 80 players with alts the ability to fly in Northrend once they arrive at level 68. It's a small perk for those who have reached level 80 and like leveling new races or classes. :)

Let me ask this, The item doesn't say anything about requiring you to actually be 80 to buy it. So what's to keep someone for buying it themself on their level 68 main and totally skipping the concept of exploring northrend as intended as main.

While i agree that alts it's a great idea, i don't think it's a good idea if new players can get it too. Bad enough they can afk level to 60 with recruite a friend in dungeons, 60-70 do about 2-3 zones with way exp was buffed out there. then at 68 fly and zip through northrend too? This person will be in LFG for ulduar heroic and emalon 2 days after they made the char, in all greens going "can I has raid?"

Players must be level 80 to purchase the tome and it can only be transferred to a character on the same realm, faction and account.

oh i see. so trainers still teach cold weather flying at 78? but if your 80 you can buy the BoA tome and send it to an alt.

is the price just going to be gold? or will there be badges/shards used to buy it as well?
and lastly does the item say required level 80 to purchas, or will we be able to buy it on lvl 68 characters to bypass the trainer?

Cold Weather Flying (from trainer): Requires level 77. Costs 1,000 gold.
Tome of Cold Weather Flight: Requires level 80 to purchase. Costs 1,000 gold. Can be sent like any other heirloom to an alt who can use this item to learn Cold Weather Flying at level 68.
