It was moved to this forum as it has a lot to do with our policies and in-game harassment - rather our neck of the woods. This is also something that we are in a better position to comment on than our Community Managers, as we deal with these types of issues on a day to day basis. >^.~<

No, this is not true - if a player is found in violation of our policies, they will be actioned for it. Depending on the nature of the offense as well as the individual's past history, the severity of their penalty may vary. You can read more about our Harassment Policy and Account Penalties below:

Place the individual on ignore, don't respond, and let us know about the situation. Better to let our Game Masters handle it. >^.^<
Our Harassment policies are important to us, and we will uphold them - but note that they are
reactive. This means that it requires our players to report such offenses for actions to be taken. As much as we would like to monitor each and every realm 24/7/365, the amount of manpower that would require I can only describe as absurd, and simply outside our abilities at this time.
We greatly appreciate our players that make an effort to improve the quality of the World of Warcraft community, and thank you for your concerns with this issue!
