im having problems downloading PTR

everytime i run the download it downloads the 4.0.0 PTR Installer and it then pops up saying...
Unable to find streaming info for "Data\enUS\OldWorld-enUS.MPQ". (OpenRepackTarget::Validate)
what does this mean??

(more info: im running windows 7)

The PTR server was brought down for maintenance a few hours ago. They haven't updated the status yet so I assume it still is. I get the same message.
