Unusual lag for low latency

So I've been told several times by guildies that I'm lagging in certain situations, as they say I'm often behind where I appear to be on my screen. I REALLY noticed it last night during the General Vezax encounter. I was assigned to interrupt the searing flames ability, but every now and then our tank would interrupt it as well.

Whenever our tank interrupted it, it would happen before I even saw him begin casting it, or even before I saw a cast bar on him. It seemed that I was getting anywhere from .5-1 second of lag, and I was running about 200ms latency. Is this a normal amount of lag for such low latency, is there anything I can do to help fix the issue?

Indeed. If you're on an older system, your video drivers aren't functioning correctly or are out of date, then this can lead to 'video latency', which can be just as frustrating as 'real' latency.
