Faction changes would be 10 times better if..

There were free faction changes to balance out a servers population.

for example Server X has a 3:1 ratio, in favor of the horde, allowing horde to switch to alliance, but they do not get to choose the race they will be swapped for, since they aren't paying.(you would know ahead of time)

how do you feel about this? Terrible? good idea? Never gonna happen?
