Various enchants on Heirloom weapons

I've given up trying to find any meaningful answer to this so I thought I'd post this here (please institute a better search engine for this forum) and see what shakes out.

I'm leveling a Rogue and purchased a Balanced Heartseeker and Battleworn Thrash Blade for him. Put firey on the Heartseeker with no problem and attempted to put Greater Potency (+50 AP) on the Thrash Blade when I got it last night. I have another toon that is an enchanter so I sent the scroll to the Rogue but when I attempt to enchant the sword I get "Target is Too Low Level".

My Rogue is level 62 atm and the enchant requires a level 60 weapon. Both weapons are indicate "requires level 1 to 80 (62)" so they are both level 62 at the minute. Cept the scroll doesn't think so.

This by design, or is this a bug?

This is functioning as it has been designed, Mortalitis.

Because Bind on Account items can be transferred to characters of a lower level, enchants that would normally require a minimum level cannot be applied to the item. My apologies for any confusion.
