Character transfer between different account

i got a problem when i was transferring a character between different accounts. The system responded a error "the destination account is not satisfied with the requirement " . i guess its caused by the fact that the two accounts that i want to transfer between use two different registered name.

But the support webpage says

Yes, you can transfer characters between realms and between accounts where you are the registered user.

To initiate a transfer between two accounts, you will need to specify the account name associated with the account you wish to transfer a character to, and answer the 'secret question' for the account you are transferring the character off of (source account). Without this information an account to account transfer will not be possible.

However the system never asked me to type the answer of secret question.
Please help me ,thx

The names must match. If they do not, and you own both accounts, then you need to get that sorted out with billing so that both accounts are registered in your legal name.

This is correct.

If there are any typos, or perhaps a nickname was used in one and not the other - this is something Billing will likely be able to assist with.
