Does that mean beacon's off GCD, or something else? (Beacon has always been instant cast)

Beacon of Light is still instant and is still on a 1.5 sec GCD.

Please take patch notes that are not listed as part of our official patch notes with a grain of salt. I would even take our official patch notes with a grain of salt. :)
