Granting levels Question

Only characters on the recruited account will earn levels to grant to characters on the veteran or "referring" account.

Because you and your friend is linked with the Recruit a Friend promotion you will both see the option to grant levels, Sshane, though your friend doesn't actually earn levels so the Grant a Level option will remain grayed out for him.
