Patch Notes for 3.2 (3.1.10 w/e's next)

OK. So here's the deal. I heared that in the next major patch all flying mounts will be changed. Normal flyer from 60%-150% speed. Swift flyer will have the cost cut down to 2,500 gold (or something).

I looked on the PTR and normal patch notes sites but it doesnt seem to be posted as of yet. Is there ANY confirmation on this or was i tricked? (i heared this in game from a friend)
