Orc racial on the PTR - Double Standards?

Not too long ago, humans received a nerf to their weapon skill racial because it boosted both maces and swords by +5 expertise, it is now +3.
Judging from the PTR notes it seems that the orc axe specialization is going to be +5 to both fists and axes - is it really fair that the race who already is arguably the best dps race by far should not get the same treatment? Or even better, the human racial restored back to +5 to each?

The fist weapon change for orcs was specifically a shaman change since shamans can't use many types of weapons already.
