Paying off Gurubashi Arena fighters

Just two quick questions, here.

1) Is it against any sort of rule to camp the Gurubashi arena, wait for low level twinks to show up and try to collect the trinket, gank them a few times, then tell them that if they pay me, I'll let them have it? Is this sort of money-for-loot transaction illegal in anyway, and can I be reported for it and get a warning/ban for doing it?

2) If the above is indeed okay do to, is it okay for TWO people to do it? A guildie of mine had the idea that he could go in, gank the lowbie, have the lowbie pay him off, then I do the same thing. As he only paid off my friend, I am allowed to gank him, since I have not been paid. Is this okay, or would it be considered a scam?

Number two is a bit confusing with the way I wrote it, so let me explain in a little more detail:

Level 80 Rogue A and Level 80 Rogue B are camping Gurubashi Arena.
The chest spawns, and a level 19 twink tries to claim it.
Rogue A Ambushes and oneshots the level 19 twink.
Twink rezzes and Rogue A says "hey, you pay me 25g, and you can have the trinket".
Twink pays Rogue A and tries to open the chest.
Rogue B pops up, one shots the Twink.
Twink rezzes and Rogue B says "hey, you pay me 25g, and you can have the trinket".
Twink pays, both rogues leave him alone and let him have the trinket.

Is this considered a scam, or is this totally legal? I don't really see why it would be against any rules, as it's nothing more than paying protection money.

EDIT: I realize that this isn't a very nice thing to do, but does it actually break rules?

Every situation is investigated on a case by case basis, but I'm sure you can find more fun and less offensive methods of making money and entertaining yourself.

Those aren't the 'rules', merely examples of how the rule is applied.

It is up to us to determine if the actions of a player are being significantly disruptive to others and interrupting the fun and overall essence of World of Warcraft. Should you go forward, simply go forward in the knowledge that there may be consequences for your decision to do so. Arguing the point with me carries little merit.

Strangely enough, this would actually be substantially less likely, due to the very nature of the free for all arenas.
