Why no x-server BG queing yet?

It's so exasperating loading in to BGs with the same bads... and no interest on my own server to premake. Still AFKers after all these long years of WOW... and still no way to really prevent it from happening.

Well... this would. I can handle getting rolled by a good team. Losing isn't an issue. What's frustrating is losing with AFKers in the BG... or players who can't listen... or who just obviously can't play the map in a strategy that wins. They will just sit in the middle of nowhere land attempting to farm honor.

These players will learn soon enough with a system that allows X-Server BG instancing. Being able to group up with players x-server... and load into the game together.

I don't understand why something like this hasn't already been implemented by now.

We have seen such suggestions from time to time. I can see the appeal, though it would take a great deal of infrastructure work in addition to programming. Who knows...

If they implemented "Blank" Servers, meaning that anyone from any server could use them for instances or bg's , wouldn't that make cross-server communication a heck of a lot easier?

I can't go into much detail about this, partly just because technology on this scale eludes me. Hypothetically though, your mode of thinking is sound.
