Resto Druid 4pc T8 bugged? Blue please.

We haven't received word on whether or not the Resto Druid 4pc T8 bonus is bugged or not, so I decided to go through and test what exactly was effecting the 4pc bonus since it heals for about 75% of a normal rejuv tick. Before the information, some background:

"Set: Your Rejuvenation spell also provides an instant heal for your target."
The 4pc heal will look in the combat log exactly like a normal rejuv tick. No wording is changed. For example:
4pc: Hih gains 1532 Health from Hih's Rejuvenation.
Normal tick: Hih gains 1992 Health from Hih's Rejuvenation.
Logs like WWS or WMO can't tell the difference and do not show the 4pc bonus as a separate heal.

Now, onto the information. Only talents that affect either or both numbers will be included. If the spell healed for two different numbers (1149 or 1150 for example) the higher of the two numbers was chosen.

The 4pc bonus also will not proc Revitalize and it cannot crit.
What I find incredibly weird is that Emp. Rejuv, a spell that buffs HoT spells will effect the 4pc bonus, but Imp. Rejuv, a spell that buffs the actual spell (and remember, in the combat log it IS called Rejuvenation, there is no distinction made between the 4pc and a normal tick in naming) does not help it. Also curious is how Emp. Rejuv effects the 4pc, but Genesis does not. However, since Genesis does not effect the 4pc bonus, we can conclude that it is not technically a hot. However, if it is not a hot, then that only leaves it as being a direct heal. Direct heals can crit. This cannot. That begs the question then, what is it? The most obvious answer is that it is bugged.
There is so much inconsistency regarding the 4pc bonus. Some talents effect it, others do not. It shows up in the combat log looking exactly like the normal thing, it's not its own spell. It's a direct heal, but it can't crit.

While yes, I love the bonus, I'll be fine with it either way, I just want to know is it bugged, or are these inconsistencies intended?

It's not a hot. Genesis does not affect it because Genesis only affects the periodic healing of Rejuv, Regrowth, Lifebloom and Wildgrowth.

Empowered Rejuv affects all healing, so it affects it. Improved Rejuv works like Genesis.

We typically don't count procs from items as "your spells" but it just depends on how the talent is set up.

This is going to sound technical, but this is the way it works.

Empowered Rejuv says "the bonus healing effects on your heal over time spells." What it means is "the bonus healing on Rejuv, Regrowth, Tranq, LB and WG." The set bonus heal is treated as Rejuv.

Improved Rejuv says "Increases the effect of your Rejuvenation spell." What it means is "the periodic healing of Rejuv." The set bonus is treated as Rejuv, but it is not a periodic heal, so the talent doesn't apply.

I'm not trying to lawyer our way out of this. I'm just explaining why the bonus works as we would expect it to work. I could see a case for changing Improved Rejuv to affect the set bonus, but honestly we are unlikely to do that. As players point out, the bonus works really well already. Furthermore, we try as a general rule not to monkey with existing talents to make items work a certain way. There are thousands of items and many of them are only relevant for a few months, while the talents themselves are relevant for years. It isn't worth the risk or baggage to change a spell to work with an item most of the time. We did recently make an exception for the Balance set bonus and we will continue to do so as needed.
