Missing mail to a trial account

My mother is trying the game on a RAF-linked trial account. I sent her a care package with 4 netherweave bags and 20g (sent from Eleri to Themdw on Terenas, if that matters), since I can't trade with her but I've been able to send mail to my own trial account in the past. I found out later that there is (or was at some point) a limit of 10g on a trial account. I say "is or was" because this same page said that trials can't join a party with anyone above level 20 in it, but I've done so a number of times from a trial account, so I don't know how accurate the page is.

Regardless, the mail never made it to her.

I see a few choices here. Either the mail is there, but is hidden because it has too much money (It will be revealed if she upgrades her account?). OR the mail got eaten, never to be seen again.

So, a couple of questions.
1- Will it bounce back to me in 30 days?
2- What's the rule, then, with sending money to a trial account? Max of 10g? Max of 10g minus however munch money they have? (i.e. if she has 50s will it be hidden if I mail 10g but available to open if I send 9g 49s)

She does not have enough money to train basic skills because of the speed of RAF leveling combined with the lack of passive income at these levels. The game is not fun for her because she can only swing her big silly axe and can't train anything new or exciting, so I need to get her a little money. Thanks in advance.

And one unrelated question tacked on to the end...

Where do I ask questions about policy (as in, terms violations and the like) if I want a response from a Blizzard rep of some sort for a definitive answer? Do I have to make a GM petition? Is there a number I can call? I've tried here without success, so this isn't it.
