Blizzard needs to buff Hogger to a level 100 elite with aoe attacks. The "Wanted: Hogger" quest should remain a level 11 quest.

We once tried buffing hogger, but it brought down all of the power in the building, so we haven't tried again. You just can't improve upon perfection it seems.
