I'm afraid that quest has a timer on the whistle and the matron is only present for a limited time as well, Sunburn. I know that is disappointing, but it's the way the designer's intended it to be.
Don't feel alone, I missed this on one of mine year before last for the same exact reason. I thought I'd turned them all in, and on one of my toons I didn't play as much later realized I'd forgotten to actually turn in the whistle.
