Bring back the old Shield Block=Fix War Block

Fixes the RNG damage when SB isn't up as well as increases our threat since SB will be up far more for SS damage.

I don't know why you even changed it to begin with. Change it back to being in our rotation and increase the number of blocks to allow us to have a nearly 100% block up-time when its kept up.

I have always hated the long CD shield block and it has hurt us more then helped.

You left a brick on Shield Block because it was never a decision. In BC, Heroic Strike was a decision. You used it when you needed to vent off excess rage. The problem in LK is that the excess rage situation is almost 100% of the time, so Heroic Strike isn't a decision anymore. We need to fix it.

I'd argue the removal of crushing blows had a lot more to do with making block less interesting than the Shield Block cooldown.

We haven't changed Heroic Strike yet because just inflating its rage cost (or nerfing rage generation in general) would hurt warrior threat generation. This isn't in the zone of simple hotfix material.

Having warriors only or mostly generate rage from damage done is an intriguing idea that has come up a few times. It would help the problem where better gear leads to rage starvation (at least in lower instances) and where warriors have trouble OT'ing because they aren't getting hit. It might also get warriors to care slightly more about dps stats instead of focusing mostly on survival stats. This would all apply to druids too. This isn't a change we have in the pipe, but it is something we discuss from time to time.
