Scroll of Resurrection Confirm Error

hello, let me start off by saying that ive seen other threads about this but none have been resolved.
anyway,

i sent my friend a scroll of resurrection, he hasnt got one before, hasnt been active for over 90 days, he met all the requirements.

so everything went through fine, he got the email and clicked on the accept/confirm link and it brought him to the generic error page (the one with the little turtle guy) saying an error has occured. he has tried many times to get this to work since yesterday and keeps getting the error message.

whats weird tho is that he can log into account management regularly, but when he clicks the confirm link in the emal he gets the error page.
