If the problem persists, please feel free to contact the Billing department and we will be happy to help to the best of our abilities. Alternatively, you may also consider purchasing a retail copy of the game and use the authentication key that it comes with to upgrade the account.

Q u o t e:
I am having the same problem, but what's worse is that now the bank is saying that Blizzard DID actually charge the online upgrade to Wrath of the Lich King, and that I have paid them 16 times for it, so be careful!
I have sent an email to the Billing department, but if anyone from Blizzard is reading this please help me out, thank you
I apologize if these charges had caused you any stress or confusion, Brus. Please rest assured that we will not collect the funds for these pending transactions if the upgrade was not successful. Instead, depending on your financial institution, the authentication process may place a "funds held" for verification purposes. This is a temporary charge that will reverse itself automatically, generally within 72 hours.
If these charges are not reversed in three business days, you may want to contact the card provider and verify the charges in question.
