So I'm sitting here on my 80 alliance priest in a PUG heroic UP group. We have a warrior and a paladin. Neither one wishes to respec tank, plus they are crying about the fact that there are no tanks online right now.
You can't make people play/do something they want to do, well, I have seen it happen when needed but it isn't something you can count on. That said, there are players out there who are interested in dewl speccing over to the tank side, they just may need to learn the ropes a bit and get some gear.
