I am amazed how often this question comes up, even though I feel like we've answered it every week or so.
I'll answer it one more time and then you can use the tracker to find it. :)
Chaos Bolt's original design was to pierce immunities. Basically it would cause damage no matter what. It would go through resistances, bubbles, spells that normally prevent damage and everything else. It was a cool idea, but when we started looking at what kind of numbers we'd need to use for it, it would either have to hit for miniscule damage to justify overcoming immunities, or it would just be stupidly OP. (It does however retain the ability to ignore resistance.)
Shattering Throw is just a very different ability. It can remove immunity effects, principally things like paladin bubbles and Ice Block. It does relatively low damage, and isn't propped up by talents the way Chaos Bolt is. More importantly, it relies on the rest of your group to be able to take advantage of the window. "The pally's bubble is down - let's get him!"Chaos Bolt wouldn't have had this coordination aspect at all. It would just be damage that couldn't be mitigated by anything.
Furthermore, at the time we came up with Shattering Throw, we felt like warlocks were on the upswing in PvP, while warriors were suffering. Part of the reason warriors were suffering is their big niche (bringing MS) had been given to many other classes (and for good reason -- it was too dominant a niche). At the same time, we thought it wasn't cool that only one class had the ability to break bubbles. Paladins were too dominant + warriors were under-represented + someone else needed Mass Dispel + warriors didn't have enough utility. I don't mean to imply that Shattering Throw is a one-stop band-aid for warriors, but they got several PvP buffs this patch, Arms especially.
