After fully reviewing the issue it does appear there is no current issue with the ability to grant levels via Recruit-A-Friend.
I would recommend ensuring you are both grouped together and that the character attempting to grant a level is from the Recruited account and that the character receiving a level is from the Recruiting account.
There is currently no limit to how many levels you can gain to grant via the Recruit-A-Friend system, however each character can only earn a set amount of levels before they reach 60.
If the issue persists you may want to try disabling any add-ons or reset your User Interface. To reset the User Interface please navigate to your World of Warcraft directory (default is
C:\Program Files\World of Warcraft\ [
PC] or
/Applications/World of Warcraft/ [
Mac]) and
delete or rename the
WTF,
Cache and
Interface folders. Make sure you have completely exited out of the game when doing so. Once removed, new versions of these files will be created the next time the game is launched and will reset most game settings to default. Also moving them to the desktop makes it easy to replace them if necessary.
When you re-launch the game be sure to use the World of Warcraft Launcher and do not launch the game using a 3rd party program.
