Rapture (bug or intended?)

In the most recent PTR Build 9767 rapture was changed to having a shared 12 second cooldown on both the personal 2.5% mana energize, and the energize that is on your target. This means that you cannot use the shield on multiple people for additional mana regeneration because it will already be on cooldown from being used previously. Therefore, it is not possible to do what Bornakk is saying. Before today's PTR build, there was not a 12 second cooldown on the 2.5% energize, and rapture could function the way Bornakk said.

Which one of these is correct? If Bornakk is correct, then Rapture is currently bugged, and the 12 second cooldown is incorrectly applying to the 2.5% mana energize.

With raid buffs taken into consideration, Rapture can provide 200 to 250 mp5 for a 3 point talent which is quite powerful already and letting it benefit from multiple shields would shoot the numbers through the roof and be overpowered. We want Disc priests to shield players because they are a Disc priest, not because that’s how they get mana back. Rapture should be considered a bonus, not a motivation to shield everyone you can.
