Hackers mining in Wintergrasp

Why are there so many hackers mining in Wintergrasp? Is Blizzard working on any fixes for this problem? I report them one night and a new one (or sometimes more than one) shows up like clockwork the next night. Does 3.1 have anything in it to stop the hacks?
