There's gotta be a few... or is there some sort of screening process where people yay or nay certain NPC names and they don't let you guys have any fun.
Like anything, the developers work from a design concept then flesh it out from there. There are various ways characters get in the game, from lore to the more fun nods to some of our favorite things. But, anything we place in the game gets looked at by more than one set of eyes. So, yes, the designers have fun, but there are checks and balances as well.
