Q u o t e:
Recent quote by a blue in reference to new realms with 3.1. I don't think I'm looking too much into this - but if 3.1 were tomorrow, they would have the information about the new realms. However, "once we get closer" means that we are most likely a week, maybe two, away from 3.1.
Generally speaking, new realms are created when we feel there is a need for them. We assess this need based on what happens with the population as a result of these larger patch releases since that is when we generally will see a resurgence of players returning to play. We're not at a point right now though to share whether new realms will be warranted and we don't generally announce new realms until they are available for players or transfers.
If you're looking for any possible evidence of when the patch could release, you might want to read this thread-

Season changes are the only times that we tend to share a possible release date and we like to stress that that date could change even up until the last minute if we feel it's not ready for release.
