Generally, we try to encourage players to test and provide feedback on what they feel could be changed or adjusted. In this case, that still holds true. There is no reason to replace Psychic Scream, but if you're encountering issues with its usefulness, then providing specific feedback on what is happening and how it's affecting gameplay would go much further than asking for an outright replacement.
