Aratil - Clarification - 71 WHEN for Vanq?

Hi, how does the Vanquisher title being awarded to every 71+ character on an account work?

Is it:
a) every character 71+ when this phase ends on Monday
b) every character 71+ when the titles/pets are awarded in ~4 weeks
c) every character 71+ on the account ever, as in the account is flagged and when you hit 71 on a character you are awarded the title for all perpetuity
d) something else
