No sorry. We're not planning to allow players to trade Heroic badges for Valor badges. We don't necessarily want to encourage the idea that you can essentially run lower content and trade up for the higher content items. And want to make sure the higher content items retain their value and also encourage players to experience that content.

This is correct. Tiered items can lose their significance too easily if you can trade up for them.
