Re evaluate iLevel drops for 10s and 25s

My guild mostly sticks to doing 10man content and from pugging all the 25man content available so far, 25man is stupidly easy compared to 10man encounters...not to suggest that 10man is real hard, but I have a very hard time justifying the difference in item level when comparing the two. 10man has far less room for failure on an individual level and requires more of its limited resources.

Im not sure why the 25man loot should be so completely dominant compared to that of the 10man loot, I think the two should be a bit closer but that's not to suggest 10man loot should be = to 25man loot. They do however certainly need to be brought closer together

While there may not be a complete spread of every single piece to get out of hard modes, the 10player hard modes will drop gear equivalent to regular 25player kills, so there is more overlap between the two than before. Overall we want the 25player raids to be the harder content and to reward players accordingly.

Whether it is through coordination or something else, the 25player heroic raids should be more challenging.
