"Top 1000" for Vanquisher

Does anyone have a solid answer about whether eligibility for Vanquisher title is based on the top 1000 teams, or the top 1000 of the subset of teams which have played at least 200 games?

Each character needs to have played at least 200 games and be in the top ranked 1000 teams to qualify for the Vanquisher title.
