In general, we don't like damaging abilities being off the GCD.

In general, we don't like ANYTHING being off the GCD. It is there for good reasons (such as not flooding the server with commands).

Nobody *asked* us to "fix" Concussion Blow. It was a bug. We fixed it. Very little of what we do is because players ask us for it on forums. We use forum feedback as information to help us make decisions. We don't use the forums as a design document.
