Is Skyshattered even possible still?

This was always difficult, but since riding crops were effectively removed (yet it's no problem for death knight's and paladins to ride faster than normal, and even faster than the trinket), I'm not sure it's entirely possible.

Once in a while I'll be chasing after him, going straight, and he just is going faster than I am, and it seems like the range that you can be away from the captain is MUCH smaller than it used to be, he'll fade out right in front of me
