Have you guys ever toyed around with the idea of making spells and abilities act in two different ways depending on whether or not the target of that spell or ability is PvEing or PvPing?
Imagine if you could balance an Ice Lance to crit against frozen targets for 5x damage in PvE, but keep the 3x damage in PvP. Hurrah! Now Frost Mages get viable Shatter Combos in raids that aren't OP in Arenas and BGs. Or for the tanks, imagine if a Prot Paladin's Shield of the Righteous acted like normal in PvE, but in PvP it restored about the same amount of mana as a Ret Paladins JotWise. Kalookalay! Now Prot Paladins don't go OOM super quick in PvP, and they still rely on Spiritual Attunment in PvE. Ok well, I have no idea if those examples are balanced, but I'm just trying to use them to clarify what I mean. You could do that for any spell that needs it!
I realize there would be a lot of changes that would come with this idea.. I mean, a TON of changes.. Even just ignoring the coding aspect of it, you would need to come up with a way to firmly distinguish whether or not you are engaging in "PvE" or "PvP". In raids, instances, arenas, and BGs it would be a lot easier to figure out, but world PvP makes it more difficult since you can be engaged in both PvE and PvP at the same time. You would also need for a creative way to display tooltips, spell books, etc etc..
But if you could pull it off, you have to admit, it would really make the developers lives a lot easier, and it would really improve the balance in both arena and raids.
