PHorror nerf deserves an explanation

GC please tell us:

1. How is this:

-Psychic Horror
Instant cast 2 min cooldown
You terrify the target, causing them to tremble in horror for 3 sec and drop all weapons for "10" sec.

suposed to compensate the loss of this:

-Psychic Horror
Causes your Psychic Scream ability to inflict Psychic Horror on the target when the fear effect ends. Psychic Horror reduces all damage done by the target by 30% for 6 sec.

-Blackout
Gives your Shadow damage spells a 10% chance to stun the target for 3 sec.

2. Why is it that Rogues, a class which has never been broken at all in PvP, received a dismantle on a 1 minute cooldown from the nothing a few patches ago, and now Shadow Priests, a spec that has been broken for months in PvP receives a dismantle on a 2 minute cooldown as a replacement for other 2 talents?

Please tell us where is the logic behind that.

We were worried about the short cooldown in combination with Psychic Horror not sharing the Psychic Scream diminishing returns. We imagined every fight starting with the priest just chain CC-ing someone.

It was intended as a defensive tool, to use when you're having trouble with a melee class or hunter. The longer duration should make you think about when you use it instead of just firing it off as part of your rotation.

Having said that, cooldowns are a relatively easy thing to mess with, so we can always tune it up or down depending on how it plays out.
