Blizzard claims the registration is closed tomorrow (Tuesday), but my friend is trying to sign up and it is saying that its closed atm.

An issue occured this morning that prevented registration for the Arena Tournament. This is currently being worked on and will be resolved as soon as possible. Once this has been resolved, players will again be able to register for the Arena Tournament. We will be extending the registration time for the tournament until the scheduled maintenance which will occur on Tuesday, March 24 at 5:00 AM PDT.

The registration issue has been resolved and you should now once again be able to register for the Arena Tournament. As a reminder, we will be extending the registration time for the tournament until Tuesday, March 24th, 5:00 AM PDT.
